Colombia offers an advanced technological environment and a favorable legal framework for outsourced services. On the ICT infrastructure side, the country has made sustained investments in connectivity. It currently hosts 10 submarine fiber optic cables, making it the second country in Latin America with the largest number of such international links[20].

As a result, BPO companies operating in Colombia benefit from fast, redundant internet connections with low latency to the United States. By the end of 2021, Colombia reported 8.44 million fixed broadband internet accesses (an annual growth of 7.8%)[21], underscoring the wide availability of connectivity for corporate operations. Major cities such as Bogotá, Medellín, Cali, and Barranquilla have robust telecom networks, certified data centers, and stable electricity supply—critical elements to ensure the 24/7 continuity required by many outsourced processes.
On the legal and business front, Colombia provides legal certainty and a favorable environment for foreign investment in services. As an OECD member since 2020, the country has adopted international standards in corporate regulation, personal data protection, and transparent business practices. A strong data protection framework (the Habeas Data Law) safeguards client information and is aligned with principles similar to Europe’s GDPR—an essential aspect for outsourcing processes that handle sensitive information. In addition, Colombia has a Free Trade Agreement (FTA) with the United States, which facilitates the export of services without tariff barriers and with mutual recognition of certain regulations.
Cultural and Geographic Proximity
Colombia’s geographic and cultural proximity to the United States is another differentiating factor for companies outsourcing to the country. Beyond the short flights and aligned time zones, this closeness also translates into reduced cultural distance compared to more distant outsourcing destinations. Colombia shares with North America many cultural touchpoints and a business environment that feels familiar to U.S. companies. A long history of commercial, educational, and media exchange between both countries has produced a Colombian workforce that understands U.S. consumer expectations and easily adapts to its service style. For example, it is common for Colombian contact center agents to be familiar with U.S. brands, holidays, and idioms, providing end customers with a more natural and empathetic service experience.
ProColombia has emphasized that the country’s service offering is strengthened by its proximity to the United States and Canada—its main consumer markets—as well as by the technical quality and creativity of its professionals[17]. This geographic-cultural affinity reduces the learning curve between outsourced teams and contracting companies. Unlike in other regions, Colombia’s service centers experience relatively low employee turnover and foster a genuine sense of empathy with Western culture, resulting in smoother business interactions. In addition, many Colombians have lived, studied, or worked in the U.S., and local BPO companies invest in cross-cultural training to minimize language or accent differences.
In short, choosing Colombia as a nearshore destination offers cultural synergy: alignment in service values, work standards, and mutual understanding, creating a human bridge that complements the technical and cost advantages already outlined.
